Educational diplomacy is rapidly moving beyond the realm of government sponsored initiatives to a much wider array of actors and activities. Institutions are actively developing their own brand of international relations. Governments will find it more and more difficult to dictate the nature and direction of educational diplomacy. In this baffling array of cross-border activity, senders and receivers of this kind of diplomacy need to adhere to a clear policy of mutuality if all sides are to benefit from the rising tide of global engagement.

How Corruption Puts Higher Education at Risk

Global attention begin in the 1990s with definitions and questions as to how common education corruption was; it then expanded to include the differences from one to another region, ranging from financial corruption and student plagiarism to sexual intimidation. Once these had been mapped, the next issues concerned the degree to which education corruption might affect an economy, and the degree to which it might be addressed through changes in policy.

"English Fever" in China Has Reached a Watershed

The recent Gaokao language subject reform in China-lowering the score of English, raising the score of Chinese-has aroused extensive debate in public. The time consuming, low efficiency, and test-oriented English learning and the overlooking of Chinese learning, the increasing importance of Chinese language are the main reasons to start the reform. The reform to some extent implies that "English fever" has reached a watershed in China.

Increasing the number of German graduates who have spent time abroad during their studies is a key objective of Germany's higher education policy. Available data shows that the development of internationally mobile German students depends on the type of mobility, i.e. degree or credit mobility. While there has been a marked increase in degree mobility since 1991, credit mobility quotas have stabilized at about a third of all German graduates since 2000. Thus, Germany has surpassed the Europe-wide target which states that 20% of all graduates should spend a study or training period abroad by 2020. Meanwhile, the Joint Science Conference (GWK) of the federal and state governments considers 50% of graduates who gained study-related experience abroad as a mid-term goal.

Canada’s Immigration Policies to Attract International Students

This article highlights Canada’s flexible immigration and visa policies designed to increase international student enrollment. Such policies are a priority for all levels of the Canadian government and educational institutions since international students significantly bolster Canada’s economy with their skills and talent and serve as a remedy to current labor shortages. Flexible immigration policies provide Canada with a competitive edge over other major countries receiving international students, such as the U.S. and the U.K., where border controls are more restrictive.

Internationalization of Ukrainian higher education is becoming an important topic of discussion at national and institutional levels. Ukrainian universities consider internationalization as a major tool to impel much needed internal change and improve access to knowledge, research and funding across borders. Ukrainian students view international opportunities as critical to succeed in the European job market. Ukraine, an ex-USSR republic, which borders NATO and the European Union countries on the West and Russia on the East, maintains a semi-peripheral position in the international knowledge system. It tries to locate its own niche internationally and still hesitates about which developmental trajectory to follow. This paper investigates how Ukrainian universities approach the development of international outreach capacity in order to interact with potential partners on student/faculty international mobility, curriculum development, joint/dual degree initiatives, etc. Disproportionate distribution of already scarce resources, the role of historical preference towards cross-border and linguistic inclinations, and current active protests against the state government’s decision to stop the preparation process for an EU agreement emerge as important factors to shape the current Ukrainian higher education internationalization agenda.

Does a Higher Education Research Community Exist in Asia?

Research about higher education and universities in Asia has been growing in volume, but it represents no more than 7% of all publications in international, peer-reviewed, core higher education journals. Its community is emergent internationally but dominated by ‘one time only’ publications. Higher education research in Asia is mostly concentrated in East Asia, where the most mature higher education systems are located. It is performed systemically by only a few universities, and it actually rests on the shoulders of few dedicated scholars. The field in Asia is internationally linked, primarily to English-speaking countries, but poorly regionally integrated.

Franchising, Validation, and Branch Campuses in the European Union

European Higher Education is growing together. Both students and institutions are increasingly going abroad to obtain or offer education. Lately, the issue of branch campuses, franchising or validation arrangements have caused controversy. While European law guarantees all EU universities to offer their study programs in other EU Member States, there is not yet an overarching form of cross-border quality assurance. A recent study has investigated the prevalence of cross-border provision of higher education as well as its regulation in 27 Member States of the European Union. This article explores existing loopholes and makes recommendations for a European quality assurance framework for cross-border education.

Brazil: A For-Profit Giant

Brazil has become by far the largest higher education system in Latin America, with a large share of enrollments in the private sector. A recently established and fast growing for-profit sub-sector consolidates as one of the largest worldwide. It already surpasses the public sector in enrollment and its role is growing. Public policy has backed the for-profit growth, largely for tax revenue reasons but in recent years the federal government has taken social initiatives that include tax exemption policies for the sub-sector. As indicated by fields of study, the for-profit sub-sector shares some important characteristics with the nonprofit sub-sector, contrasting dramatically to the public sector.

This article focuses on some of the changes that took place during these boom years with regard to public and private funds earmarked for tertiary education, some consequences of this funding pattern in terms of equity, and the main innovations in funding mechanisms put in place to allocate public funds.

Student activism remains a potent force worldwide. Recently, students were instrumental in the collapse of the regime in Ukraine, and were key forces in the Arab Spring movements. Students, however, are unable to ensure that their views will be reflected in the governments that emerge from unrest. Students also are active participants in campus events, and have often been instrumental in shaping higher education policy.

Research Universities: American Exceptionalism?
Rosovsky, Henry
Henry Rosovsky, Harvard's longtime Dean of the Faculty of Arts and Sciences, describes six key characteristics present in America's top tier of research universities: shared governance, academic freedom, merit selection, significant human contact, preservation of culture, and nonprofit status. Although often discussed individually, these six characteristics of quality are rarely discussed as a system and, contrary to a longstanding historical tradition, their presence does not preclude innovation and change. The author questions whether today's boards of trustees, the court of last resort in American higher education, are prepared to uphold the key characteristics of quality.

The Importance of Demographics in Explaining Attainment Patterns
Hauptman, Arthur M
This article examines the role that demographics and population trends play in determining attainment rates in countries around the world. For the U.S., consistent increases over time in the numbers of degrees awarded have been offset by increases in birthrates among minority groups and immigration among poorly educated workers, both of which tend to depress the attainment rate. By contrast, many of the countries that have overtaken the U.S. in their higher education attainment rates have declining numbers of young adults. This means that they are educating a higher share of a declining base of workers which will have adverse effects on their ability to meet their labor force needs in the future.

Internationalization of Higher Education: Converging or Diverging Trends?

Offering a glimpse at the results of the most recent global survey on internationalization of higher education conducted by the International Association of Universities (IAU), the article focuses on a few findings that show the growing importance of internationalization policies/strategies for higher education institutions worldwide as well as the strong role played by institutional leadership. A discussion of the perceived risks for institutions and for society serves to demonstrate some converging trends while also pointing out the persistent differences and variations between HEIs in different geographic regions of the world. Some analysis of the responses to questions about funding of internationalization is used to highlight the complexity of the picture drawn by the findings of this 4th Global Survey.

Private providers are becoming more visible in an increasingly heterogeneous UK higher education landscape. Policy changes in England have stimulated rapid enrolment growth in the private sector, and the government is currently facing the challenge of regulating and ensuring quality in this dynamic and complex part of the HE sector in the absence appropriate primary legislation. Currently very little is known about the UK’s ‘alternative’ HE providers and many myths surround this part of the sector that do not reflect reality.

Policies and Patterns in US For-Profit Higher Education

For-profit higher education in the USA grew to 10% market share of all higher education enrollments as of 2010 before falling back a bit under federal regulatory pressure. State policies toward the sector have remained largely unexamined, however. We take a first cut at documenting the policy postures individual states take toward for-profit institutions - on such dimensions as financial aid, information disclosure, program review requirements, etc. - and determine that states with more active policy saw larger FP enrollment growth from 2000-2010. The direction of causation is unclear, though.

Because of the focus on the impact of “brain drain,” discussions centered on the African academic diaspora often fail to highlight the expansive and innovative relationships between institutions of higher education across Africa and African academic diaporans. Recent initiatives, specifically the Carnegie African Diaspora Fellowship Program, seek to build on existing and develop new relationships to promote academic exchanges and collaborations to internationalize and strengthen the capacities of African universities.

China: Reforming the Gaokao

China’s newest reform of the gaokao will split the exam into two modes, one aiming at technically inclined students and the other at the traditionally academically oriented students. Six hundred local level colleges are asked to restructure their teaching programs from academic education to applied technology and professional education. Success of the reform will hinge on the quality of the education provided by the colleges, reducing the current level of graduate unemployment, up scaling the nation’s industrial production, and raising the social status of a technical-professional education.

Two parallel and discrete sectors seem to be emerging in Chinese higher education, both extending to university level. One is academic and “cosmopolitan” in outlook, and supports intensive research. The other is local, and teaching and service oriented. While such a binary approach helps diversify the interpretation of higher education quality and contributes to its relevance, it remains to be tested if China’s tradition of meritocracy and elitism could ultimately drive changes back in the academic direction.

Graduate education in Malaysia and Thailand has expanded significantly to provide qualified instructors to serve growing undergraduate enrollment. In both countries, this rationale was eclipsed, to a large extent, by the view that graduate education would help fuel national economic development. The focus on economic development triggered an intensified emphasis on universities placing high in international rankings which, in turn, led to pressure for more research.

The Unified State Exam in Russia: Problems and Perspectives

Since 2009, all Russian students have had to pass the EGE (Unified State Exam), which serves as both school finals and university entrance examinations. The EGE was planned as an efficient instrument to counter corruption in university admission and to promote student mobility. Since its inception, the EGE has only fulfilled half of these goals: while mobility has increased significantly, corruption persists. The paper explains some of the reasons for this.

After many years of relative neglect, development agencies and national governments across the developing world are now considering renewing their financial commitment to tertiary education. As a result, questions about the ways that tertiary education can impact society have returned to the discourse. This article summarizes the findings of a recent rigorous review on the topic commissioned by the UK Department for International Development (DFID). The review highlights a number of important social functions of the university, many of which have not been sufficiently emphasized in debates around public funding for tertiary education.

The international branch campus (IBC) has become a noticeable mode of internationalization in higher education, and has garnered great attention from the public and the media. Perhaps because the United States, the United Kingdom and Australia have been the dominant exporting countries, this phenomenon has sometimes been critiqued as a strategy that promotes the interests of developed countries over those of developing countries. However, our analysis of IBC distribution using an economic framework provided by the World Economic Forum suggests that economic competitiveness is more important to the development of IBCs than a dated developed-to-developing.

Long Road Ahead: Modernizing Chinese Universities

Modern universities are a Western concept. For non-Western societies, indigenizing the Western university model has been an arduous task. This article first analyses China’s long traditions of higher learning. It then illustrates how such markedly different cultural roots have led to continuous conflicts between traditional Chinese and new Western ideas of the university - and of “modernity” itself. It argues that contemporary Chinese universities need to find their Chinese way to balance indigenous and Western ideas of the university.

The Problem with Public University Salaries in Kenya
Munene, Ishmael I
Faculty strikes over salaries have become a regular feature in Kenya’s public universities. The article identifies the preponderance of union-negotiated pay increase, absence of a merit pay system and the lack of differentiated pay tied to institutional context as key contributing factors. It recommends a more robust compensation scheme that includes pay-for-performance system, context-based differentiated pay for university executives and the democratization of the university budget processes.

A quiet revolution might now be observed internally in Chinese universities, along with emergence of a group of experimental colleges/schools. These experimental units showcase a bottom-up approach to exercising democratic governance, whereby many grassroots initiatives could be identified and brought into the practices, and they are more likely to tap autonomous practices into existing operations, often in a genuine and innovative way.

Access to Higher Education: The Israeli Case

Israeli higher education has exhibited a high level of academic achievement. However, access to higher education is at the middle level compared with the OECDs and has presented a middle rate of improvement. Stratification is still evident, especially, for minority students and for students from low socio-economic strata. Equity issues for previous schooling levels nurture stratification in higher education. We argue that there is a need for a holistic equitable school policy reform.

Where international higher education broadly analyses international developments in higher education at the system level, internationalization can be seen as a subcategory of this work, focusing more specifically on the international rationales, approaches, strategies, activities and outcomes of higher education at the regional, national and institutional level, and (where possible) in a comparative perspective. This special issue of International Higher Education seeks to highlight new and innovative dimensions in internationalization. It also gives space to examine developments in internationalization of higher education in regions and countries that are less known than English speaking countries and Western Europe. And it illustrates the increasing importance and diversity of internationalization’s conceptual understandings and lived experiences in modern international higher education. This annual special issue is a collaboration between the Center for International Higher Education at Boston College and the Centre for Higher Education Internationalisation at the Università Cattolica del Sacro Cuore in Milan.

Internationalizing the Curriculum and all Students’ Learning
Leask, Betty
Internationalization of the curriculum has the potential to connect broader institutional agendas focused on internationalization with student learning. However, the focus of internationalization of the curriculum in policy and practice is more on what some students will experience than on what all students will learn. An internationalized curriculum focused on student learning is defined by two main characteristics. First, it will be connected to the different cultures and practices of knowing, doing and being in the disciplines through the active engagement of faculty in the process of internationalizing the curriculum. Second, faculty who do not have the experience, skills or knowledge required to internationalize the curriculum will be supported by expert facilitators in the process of defining intended internationalized learning outcomes and assisting all students to achieve them.

Graduate Employability and Internationalization of the Curriculum at Home

Employers often complain that university graduates are not equipped with the ‘soft’ employability skills required for today’s global workforce. Education abroad has been shown to develop these skills but this is little understood by institutions or employers. Can the benefits of education abroad be extended to all students through internationalization of the curriculum at home? The author calls for more evidence that such an approach can be effective.

The Missing Link in Intercultural Competence Development: The University’s Organizational Capability to Deliver

Internationalization is an established reality at most continental European universities, with intercultural competence development as one of its traditional rationales. The problem is that there is little clarity on how higher education institutions have progressed in this regard. The organizational capability to deliver forms a missing link; constraints can be observed at the level of the institution, the academic discipline and the individual academic. A university wide change program focusing on intercultural competence development seems needed.

Internationalizing Research in Saudi Arabia: Purchasing Questionable Privilege

Universities in Saudi Arabia have been taking urgent measures to boost research production in order to be featured in global university rankings. In addition to the many sincere efforts being made to develop a national research enterprise and culture, one of the more dubious practices in this regard is the remote, part-time employment of international highly-cited researchers to publish with a second (Saudi) institutional affiliation. This practice privileges the purchasing of internationally-produced research while ignoring a substantial amount of scholarly output produced within the country in Arabic. The Kingdom could benefit far more from diverting resources instead to supporting research produced locally: by providing rigorous training in international research methods, sponsoring the translation of Arabic research output into English, and in the process educating Saudi researchers about the importance of peer review, academic influence through citation, and ultimately the production of high quality research to an international standard.

Internationalization of Japanese Universities: Learning from the CAMPUS Asia Experience

This article focuses on the policy development and program implementation of CAMPUS Asia, a policy jointly initiated by the governments of Japan, China, and Korea. It illustrates that internationalization efforts bring opportunities for university practitioners to apply non-traditional types of teaching and learning in Japan, such as experiential, active, and collaborative learning models. The program implementation is a learning process for students as well as teaching and administrating staff. The ‘East Asia Leaders’ program identifies the following indicators for the further development and implementation of meaningful multicultural joint programs: (1) the quality in teaching and coordinating staff in terms of pedagogical understandings, (2) the development of outcome measurement schemes for intercultural learning in the East Asian context, and (3) the examination of differences in pre-knowledge and social/personal expectations of students.

When is an international branch campus?

There are an estimated 200 international branch campuses around the world. As these campuses evolve in response to the changing regulatory and competitive environment, trying to get a clear-cut definition of an international branch campus is becoming increasingly difficult. Instead of asking ‘what is a branch campus?’ it is more interesting to consider when—at what point the operation ceases to be a foreign subsidiary of the home university in any meaningful sense.

International Higher Education Research and Comparative Analysis

The article investigates whether international comparative higher education research has grown considerably during the past two decades. It reports the outcomes of a recent bibliometric study which found three key characteristics of international comparative higher education research: a relatively steady state, a larger share of international collaborative articles in international comparative research compared to non-comparative research, and a preference for small-scale country clusters for comparison.

Academic Ranking of World Universities: Changes in World Higher Education?

Academic Ranking of World Universities has been published consecutively for more than a decade so that it provides an opportunity to observe the changes of universities and countries during this period. More and more countries began to have Top 500 universities and those emerging countries are mainly from Middle East and Eastern Europe; the number of Chinese universities among Top 500 significantly increased while the number of Top 500 universities from US and Japan decreased.

The Times Higher Education Rankings analysis of its own rankings have persistently pushed a “rise of Asia” narrative – by which the paper usually means East Asia. But this year, the narrative was only sustained by the surprise rise of Turkey in the rankings – a rise that was to significant extent precipitated by a single highly-cited scientific paper.

Confronting the Challenges of Graduate Education in Sub-Saharan Africa

We emphasize the critical importance of graduate education to national development. We make suggestions about creating high quality graduate programs including the critical need for more PhD faculty members and expanded quality research at Africa’s best universities.
