Graduate education in Malaysia and Thailand has expanded significantly to provide qualified instructors to serve growing undergraduate enrollment. In both countries, this rationale was eclipsed, to a large extent, by the view that graduate education would help fuel national economic development. The focus on economic development triggered an intensified emphasis on universities placing high in international rankings which, in turn, led to pressure for more research.

The Unified State Exam in Russia: Problems and Perspectives

Since 2009, all Russian students have had to pass the EGE (Unified State Exam), which serves as both school finals and university entrance examinations. The EGE was planned as an efficient instrument to counter corruption in university admission and to promote student mobility. Since its inception, the EGE has only fulfilled half of these goals: while mobility has increased significantly, corruption persists. The paper explains some of the reasons for this.

The Problem with Public University Salaries in Kenya

Faculty strikes over salaries have become a regular feature in Kenya’s public universities. The article identifies the preponderance of union-negotiated pay increase, absence of a merit pay system and the lack of differentiated pay tied to institutional context as key contributing factors. It recommends a more robust compensation scheme that includes pay-for-performance system, context-based differentiated pay for university executives and the democratization of the university budget processes.

A quiet revolution might now be observed internally in Chinese universities, along with emergence of a group of experimental colleges/schools. These experimental units showcase a bottom-up approach to exercising democratic governance, whereby many grassroots initiatives could be identified and brought into the practices, and they are more likely to tap autonomous practices into existing operations, often in a genuine and innovative way.

Access to Higher Education: The Israeli Case

Israeli higher education has exhibited a high level of academic achievement. However, access to higher education is at the middle level compared with the OECDs and has presented a middle rate of improvement. Stratification is still evident, especially, for minority students and for students from low socio-economic strata. Equity issues for previous schooling levels nurture stratification in higher education. We argue that there is a need for a holistic equitable school policy reform.

Internationalizing Research in Saudi Arabia: Purchasing Questionable Privilege

Universities in Saudi Arabia have been taking urgent measures to boost research production in order to be featured in global university rankings. In addition to the many sincere efforts being made to develop a national research enterprise and culture, one of the more dubious practices in this regard is the remote, part-time employment of international highly-cited researchers to publish with a second (Saudi) institutional affiliation. This practice privileges the purchasing of internationally-produced research while ignoring a substantial amount of scholarly output produced within the country in Arabic. The Kingdom could benefit far more from diverting resources instead to supporting research produced locally: by providing rigorous training in international research methods, sponsoring the translation of Arabic research output into English, and in the process educating Saudi researchers about the importance of peer review, academic influence through citation, and ultimately the production of high quality research to an international standard.

Internationalization of Japanese Universities: Learning from the CAMPUS Asia Experience
Horie, Miki
This article focuses on the policy development and program implementation of CAMPUS Asia, a policy jointly initiated by the governments of Japan, China, and Korea. It illustrates that internationalization efforts bring opportunities for university practitioners to apply non-traditional types of teaching and learning in Japan, such as experiential, active, and collaborative learning models. The program implementation is a learning process for students as well as teaching and administrating staff. The ‘East Asia Leaders’ program identifies the following indicators for the further development and implementation of meaningful multicultural joint programs: (1) the quality in teaching and coordinating staff in terms of pedagogical understandings, (2) the development of outcome measurement schemes for intercultural learning in the East Asian context, and (3) the examination of differences in pre-knowledge and social/personal expectations of students.

Governance and Regulation: Do UK Messages Have International Relevance?

Reviews of governance and regulation have occupied three of the four countries of the UK in 2011-2014. The debates, arguments and negotiations that underpin these reviews reveal different ideological positions about the role of the state, balances between accountability and autonomy and democratic participation in the governance of institutions by staff and students. External drivers are also part of the picture as governments and institutions alike seek to position themselves in a changing international context. It is hoped that both the ideological debates and the operational solutions developed in the UK will have wider resonance for other countries and regions engaged in the modernisation, expansion, development or re-construction of their higher education systems.

Croatia’s New Linear Tuition System: Students’ Friend or Foe?

A unique political situation predating Croatia’s ascension to the European Union, along with countrywide student protests, led to the adoption of a linear tuition model in which students are exempt from any tuition payment during their first year of college. After the first year, they are charged tuition according to merit-based criteria. This article discusses the benefits and potential unintended consequences of this policy, as well as the possible adoption of this model by other countries.

Ukraine: The New Reforms and Internationalization

The progress of internationalization in higher education in the Ukraine continues to be challenged by tensions and instability created by escalating hostilities with Russia. However, a new Law on Higher Education, adopted on July 31, 2014, proposes coherent strategies to optimize university autonomy, provides frameworks for effective oversight, promises to intensify local university research and brings transformative innovations to current university approaches to internationalization. This paper highlights some of the law’s major reforms which can positively impact internationalization along with potential pitfalls related to successful implementation.

The Founding of University of the Chinese Academic of Sciences

Chinese universities expanded their aggregate enrolment size dramatically in the past fifteen years. Now they seem to be greeting opportunities to magnify their research capacity, which is exemplified by the founding of University of Chinese Academy of Sciences. For years, and following the Soviet model, China holds a separate research sector, with Chinese Academy of Sciences being the hallmark. Now such a structure seems to be at a crossroads. Changes occurring to it, no matter dramatic or gradual, will render China's university sector the primary beneficiary, which in turn enjoys a leap in terms of research resource and capacity.

Mexico's Approach to Quality Assurance

The last decade has seen substantial growth throughout the world in higher education quality assurance systems. As one knowledgeable observer notes, more than 50 agencies now exist worldwide that have roles related to quality assessment or quality assurance.1 In most cases, these agencies have been mandated by government decrees and follow a design developed by ministry officials. Often these agencies have encountered resistance or criticism. In other instances, their approach has had to be revised extensively— or even disbanded—after a short time. By the late 1980s, Mexican institutions of higher education were in dire need of additional funding. The financial crisis of the 1980s caused a 50 percent decline in the purchasing power of faculty salaries, forcing many qualified academics to quit their jobs or to take on additional employment. This resulted in severe staffing problems and a deterioration in teaching conditions at a time of increasing enrollments. This led to public concern and government demands for improving the quality of higher education. With the economic recovery in the late 1980s, the government was ready to increase public expenditures on higher education but insisted on reforms and increased public accountability.

Recent Developments in Higher Education in Singapore

Amid the recent economic turmoil in East and South east Asia, the Singapore government continues to press ahead with its plans to review the higher education system. The primary motivation for doing so is the maintenance of national economic competitiveness in the global economy. These changes in higher education are being undertaken in tandem with reforms in the primary and secondary sectors of education.

The Tuition Battle at Mexico's National University

The battle now raging over tuition at Mexico’s National University (Universidad Nacional Autónoma de México—UNAM) echoes battles of yesteryear while also reflecting new realities of Mexico in both higher education and politics. On March 15th of this year, the University’s council passed the General Bylaw on Payments, breaking a tradition of virtually no tuition for the institution’s student body of roughly 300,000 (which includes those at the “preparatory” preuniversity level). By April, UNAM found itself paralyzed by a student strike, and some “solidarity” strikes had spread to other institutions. For weeks, the strike and related issues have been front-page news in Mexico.

Financing Higher Education in Palestine

Despite great obstacles over its relatively short threedecade history, Palestinian higher education has helped to meet the rising demand for further education, providing access in West Bank/Gaza to those who had been forcibly deprived of the chance to study abroad. But longstanding demographic and fiscal pressures, coupled with inadequately defined priorities and chronic economic and political problems only heightened by the recent turbulence, have led to a higher education system in fundamental need of repair. In recognition of these facts, the Ministry of Higher Education (MOHE) of the Palestinian National Authority (PNA) has decided to develop a financing strategy for the purpose of creating a more effective, accessible, efficient, and accountable higher education system.

Willing Hands and Hearts: The Rebuilding of the Royal University of Cambodia

The Royal University of Phnom Penh, formerly Khmer Royal University, was founded in January 1960, with a Faculty of Letters and Humanities and a Faculty of Science and Technology. The language of instruction was French. The university closed in 1975; between 1975 and 1979, under a regime that targeted the educated, most of its faculty were killed. Of those who survived, few remained once the borders opened. Deserted for almost five years, the campus became another victim of the grim civil war.

The Future of South African Research Universities

In recent decades a widely discussed aspect of higher education policy has been the relationship between universities at the center and those at the periphery—that is, between universities of the highly developed countries and those of developing countries. The debate has focused on the universities in developing countries and their disadvantage in the highly sophisticated, rapidly changing international or global knowledge network. The case of South Africa’s research universities illustrates the dilemmas.

Recent French Developments

French universities have long been known for their weak governance capacity. Research by Erhard Friedberg and Christine Musselin on this topic (Enquête d’universités, 1989) and their comparative work on French and German universities clearly confirmed this characteristic. They show that French university administrators tend to behave as primus inter pares rather than as active promotors of collective projects. In most cases, university bodies came to “␣ nondecisions,” not making any decisions at all, rubberstamping choices made by individual faculty members, leaving the final decision to the ministry, or simply implementing the criteria set by the Parisian central administration. Thus, individual autonomy was considerable while institutional autonomy was limited␣ ; moreover the latter was considered somewhat illegitimate. In the view of these two authors, the weak governance of French universities allowed the Ministry of Education to play an interventionist role that also maintained the weakness at the institutional level. Fifteen years later, the authors of this article have done a new study on French university governance, funded by the Agency for the Modernization of the Universities—created in 1997 as part of the French Association of University Presidents. Based on 250 in-depth interviews at four universities, the study shows that French universities experienced a number of important changes within the last decade and have strengthened their governance.
