European Higher Education is growing together. Both students and institutions are increasingly going abroad to obtain or offer education. Lately, the issue of branch campuses, franchising or validation arrangements have caused controversy. While European law guarantees all EU universities to offer their study programs in other EU Member States, there is not yet an overarching form of cross-border quality assurance. A recent study has investigated the prevalence of cross-border provision of higher education as well as its regulation in 27 Member States of the European Union. This article explores existing loopholes and makes recommendations for a European quality assurance framework for cross-border education.

Offering a glimpse at the results of the most recent global survey on internationalization of higher education conducted by the International Association of Universities (IAU), the article focuses on a few findings that show the growing importance of internationalization policies/strategies for higher education institutions worldwide as well as the strong role played by institutional leadership. A discussion of the perceived risks for institutions and for society serves to demonstrate some converging trends while also pointing out the persistent differences and variations between HEIs in different geographic regions of the world. Some analysis of the responses to questions about funding of internationalization is used to highlight the complexity of the picture drawn by the findings of this 4th Global Survey.

Transnational higher education is not a new phenomenon, but the pace of its global expansion is a new development. (Transnational is used here to designate higher education provided by one country in another and excludes provision where just the students travel abroad.) As foreign delivery becomes increasingly widespread, countries are facing a growing need to regulate this type of provision. Although many countries have yet to establish a clear regulatory framework for the import and export of transnational higher education, ambitions to regulate and offer quality assurance for this type of provision are an emerging international trend.

International students do just as well as Australian students. This is the key finding from a study of the academic performance of 338,000 full-time students at 22 Australian uni- versities in 2003. The results of the study are important to international education professionals globally at a time when there have been allegations that Australian universities were dropping stan- dards to favor foreign students. The Sydney Morning Herald claimed in June 2005 to have found evidence of quality falling at universities to cater to international students with poor English seeking degrees so as to be accepted for migration. The research proved these allegations to be untrue. Australian students passed 89.4 percent of courses attempted, international students 88.8 percent. The results suggest that in their recruitment of international students Australian universities set their standards at about the right level.

In recent years a number of universities have sought to take advantage of the increased willingness of students to study abroad. In the New Zealand case, the number of international students at the universities rose from 3,402 in 1998 to 28,195 in 2004. The total number of international students in New Zealand at all educational institutions rose from 26,021 in 1998 to peak at 115,197 in 2003. The American Council on Education released an issue brief, Students on the Move: The Future of International Students in the United States, in October 2006, that summarizes the existing research on international students in the Unites States and examines the US market position with respect to other major hosting countries in attracting international students. It found that while the United States continues to enroll the majority of international students, trends in other major hosting and sending countries suggests that US dominance cannot be taken for granted.

A growing number of forced migrants are knocking on the doors of universities today. This paper argues that it is time for universities across the world to increase their efforts to provide access to higher education to forced migrants. Welcoming international disadvantaged groups into higher education is not only consistent with the traditional four rationales for internationalization (academic, sociocultural, political, and economic), it is also important for humanitarian reasons. Using the example of “forced migrants” from Syria in Turkey, we can see that this new phenomenon of “forced internationalization” creates uncommon challenges for institutions on a scale never seen before. However, it also creates opportunities for institutions and national systems seeking to internationalize, as well as for the many displaced scholars and students in the world today.

The mechanisms of these processes—rankings, cooperation, academic mobility, and curriculum reforms—influence teaching and learning, research, and service practice. In turn, academic culture is also impacted: the institutions’ own sets of beliefs, norms, habits, and values. Internationalization processes generate new challenges, tensions, and conflicts, and allow higher education institutions to reevaluate institutional strategies in a global context.

While the Indonesian higher education sector is relatively inward looking in comparison with those of its neighbors in Southeast Asia, the government has been proposing new initiatives to speed up internationalization in an attempt to increase the sector’s quality. However, problems existing in the government policy direction and organizational factors within the universities may mean that Indonesian higher education will remain insular for quite some time. Adapting effective policies implemented in other Asian countries may help Indonesia transform its higher education sector.

The Indian government and some universities have belatedly recognized the importance of internationalization and started to take measures to bring larger numbers of international students and faculty to Indian universities. While it seems unlikely that these first steps—such as the launch of the “Study in India” portal—will yield immediate results, India has finally taken the path of internationalization.
