Rethinking the Strategic Foundations of Gulf Education Hubs

Abstract

Gulf education hubs have built international reputations partly on the implicit promise of regional
safety. This article argues that this foundation is strategically fragile. As recent geopolitical
developments, culminating in direct regional disruption in 2026, reshape the operating
environment, Gulf institutions face a critical pivot: from safety-dependent positioning toward
resilience-centered strategy. This requires addressing the distinctive challenges of sovereign-funded
models, expatriate-dependent student markets, and exposure to regional volatility.
