The overriding criticism is that the reforms link Indian higher education to global trends of commercialization by opening the higher education system to foreign institutions. Accreditation in higher education is also a problem in India. The additional proposal of setting up a government university in each of India's states is unrealistic, too. The flaws in India's grand plans seem rather clear. ER -
