Abstract

Power provides a comprehensive legal and economic analysis of the nation’s current pension system crisis, particularly exploring pension laws in the state of Illinois, which has been identified as the most fiscally unstable state in the nation. In his essay, Power discusses several Illinois statutes and the foundational case Heaton v. Quinn, ending with an evaluation of proposals for legislative reform.
