Abstract

Due to demographic shifts, enrollment numbers in Taiwan have been on a protracted downward trend. Different strategies have been implemented to cope with the negative impact on higher education institutions, namely mergers, closures, and internationalization. The lessons learned in this process can serve as a blueprint for challenges that are likely to emerge in other countries.
